New energy vehicle training equips Cambodian trainers to meet/address changing skills needs
PHNOM PENH (ILO News) – Cambodian technical and vocational education and training (TVET) trainers have gained advanced technical knowledge and practical skills in new energy vehicle inspection and maintenance through South–South Cooperation supported by the ILO/China Partnership Programme on Strengthening Skills Development.
Sixteen trainers from across Cambodia participated in a capacity-building and exchange programme on new energy vehicle (NEV) inspection and maintenance at Guangzhou Technician College in China from 18 to 26 October 2026.
Lay Phallin, Deputy Director General of the Directorate General of Technical and Vocational Education and Training at Cambodia’s Ministry of Labour and Vocational Training, highlighted the importance of equipping Cambodian trainers with the skills needed to respond to rapid technological changes.
“We need to ensure that our technical and vocational education and training system can respond quickly to technological change and provide young people and workers with relevant, high-quality and future-oriented skills,” said Phallin.
The training strengthened the capacity of Cambodian TVET trainers to respond to emerging skills needs in the electric vehicle industry, while supporting Cambodia’s transition towards greener and more sustainable employment.
Through a combination of classroom learning, hands-on exercises and exchanges with Chinese experts, participants gained practical knowledge of advanced battery technologies, electric drive systems, charging infrastructure, vehicle diagnostics, safety procedures and maintenance techniques.
The programme also introduced participants to modern teaching and assessment methods, enabling them to transfer their newly acquired knowledge and skills to fellow trainers, students and workers upon returning to Cambodia.
“This programme demonstrates how the ILO/China Partnership Programme serves as a bridge between Cambodian and Chinese TVET institutions, turning partnerships into practical opportunities for trainers to gain advanced skills and bring this knowledge back to their institutions,” Phallin added.
The programme was supported by the International Labour Organization (ILO) through the ILO–China Partnership Programme on Strengthening Skills Development, in collaboration with Cambodia’s Ministry of Labour and Vocational Training (MLVT), the Skills Development Fund (SDF), and Guangzhou Technician College.
Tian Feng, Project Manager of the ILO/China Partnership Programme, emphasized the importance of South–South Cooperation in strengthening technical skills and preparing workers for emerging industries.
“The South–South Cooperation Skills Development Network, established in 2021 under the ILO–China Partnership Programme, promotes knowledge exchange, institutional partnerships and technical cooperation among TVET institutions in China and Southeast Asia,” said Feng.
“Drawing on Guangzhou Technician College’s expertise in new energy vehicle inspection and maintenance helps ensure that the training is practical and relevant. By applying the knowledge and skills gained to their teaching and training, participants can help develop more skilled workers to meet Cambodia's evolving workforce needs,” he added.
